The general meeting of the Jewett Town Board was held on Wednesday November 13, 2024. Supervisor Kroyer called the meeting to order at 7pm. Present were Board Members John Giordano, James Pellitteri, Jeanie Scotti and John Pumilia. Public present were Bill and Carolyn Rod, Michael Ryan and Al Olivieri. Also present was the Highway Superintendent and the Town Clerk. The Supervisor’s financial report for October was given to the Board prior to the meeting and the bank statements were reviewed by Board Members after the signing of the bills. Councilman Giordano made a motion, 2nd by Councilman Pumilia and carried the Board moved to accept the minutes of October 9, 2024. Councilman Giordano made a motion, 2nd by Councilman Pumilia and carried, the Board moved to open up the public hearing for local law #3 titled, Tax Cap Override at 7:02pm. There was no public comment. Councilwoman Scotti made a motion, 2nd by Councilman Pellitteri and carried, the Board moved to close the public hearing at 7:05pm. On a motion by Councilwoman Scotti, 2nd by Councilman Pumilia and carried, The Board adopted Local Law #3 of 2024. Subject: A LOCAL LAW TO OVERRIDE THE TAX LEVY LIMIT ESTABLISHED IN GENERAL MUNICIPAL LAW §3-C. “Be it enacted by the Town Board of the Town of Jewett as follows: Section 1. Legislative Intent: It is the intent of this local law to override the limit on the amount of real property taxes that may be levied by the Town of Jewett pursuant to General Municipal Law §3-c, and to allow the Town of Jewett to adopt a budget for the fiscal year beginning January 1, 2025 and ending December 31, 2025 that requires a real property tax levy in excess of the “tax levy limit “as defined by General Municipal Law §3-c. Section 2. Authority: This local law is adopted pursuant to subdivision 5 of General Municipal Law §3-c, which expressly authorizes the Town board to override the tax levy limit by the adoption of a local law approved by vote of at least sixty percent (60%) of the Town Board. Section 3. Tax Levy Limit Override: The Town Board of the Town of Jewett, County of Greene is hereby authorized to adopt a budget for the fiscal year 2025 that requires a real property tax levy in excess of the amount otherwise prescribed in General Municipal Law §3-c. Section 4. Severability: If any clause, sentence, paragraph, subdivision, or part of this local law or the application thereof to any person, firm or corporation, or circumstance, shall be adjusted by any court of competent jurisdiction to be invalid or unconstitutional, such order or judgment shall not affect, impair, or invalidate the remainder thereof, but shall be confined in its operation to the clause, sentence, paragraph, subdivision, or part of this local law or in its application to the person, individual, firm or corporation or circumstance, directly involved in the controversy in which such judgment or order shall be rendered. Section 5 Effective date: This local law shall take effect immediately upon filing with the Secretary of State.” AYES: Kroyer, Giordano, Pellitteri, Scotti and Pumilia. Councilman Giordano made a motion, 2nd by Councilman Pumilia and carried, the Board moved to open the public hearing for the 2025 final budget at 7:06pm. There was no public comment. Councilwoman Scotti made a motion, 2nd by Councilman Pellitteri and carried, the Board moved to close the public hearing at 7:07pm. On a motion by Councilman Pellitteri, 2nd by Councilwoman Scotti and carried, The Board adopted Resolution #11 of 2024. Subject: ACCEPTANCE OF THE 2025 PRELIMINARY BUDGET AS THE FINAL BUDGET. “WHEREAS The Town of Jewett Board reviewed the preliminary budget for 2025 and no changes were made, THEREFORE BE IT RESOLVED, The Town of Jewett Board moves to accept the preliminary budget as the final budget for 2025.” AYES: Kroyer, Giordano, Pellitteri, Scotti and Pumilia. Supervisor Kroyer gave the municipal septic update. On October 17 at 1pm the following sealed bid was received for the municipal septic project: Blue Mountain Excavation, LLC for $82,137.61 with rock clause of $1500 transportation plus $400 per rock. Supervisor Kroyer said the project has been re-bid and the AD is in the paper. The bid deadline is November 27, 2024 at 2pm. The required completion date of this project is June 1, 2025. Councilman Giordano gave an update of the Veterans Memorial project. He said that the stone was delivered on Friday November 8 and on Monday November 11th Town Board Members met with local veterans to take pictures with the monument. There will be an official dedication scheduled for May 17, 2025 which is Armed Forces Day. Councilwoman Scotti made a motion, 2nd by Councilman Pellitteri and carried, the Board moved to authorize the Supervisor to sign the contract between the Town of Jewett and the Greene County Senior Center. Councilwoman Scotti, Town of Jewett representative to the Greene County Paramedics Board gave her monthly report. Supervisor Kroyer asked if anyone from the public had anything to say and resident Bill Rod stood up and addressed the board. He said, “Construction trucks for the project on CR77 are driving on Carl Rd. and it is causing a lot of damage and debris. Because of this, the sides of Carl Rd. are breaking down. It is a narrow road and can just barley fit two lanes. There is also no speed limit posted so the limit defaults to 55mph. We have been able to identify two different truck companies that frequent Carl Rd., KCK Paving and Belgium Trucking. When the trucks go by the entire house vibrates. I am requesting two things from the Board. One, a speed limit reduction and two, an investigation to see if the town is able to put a weight limit on Carl Rd.” Mr. Rod then thanked the Board for their time and sat down. Supervisor Kroyer said to Mr. Rod that the town just recently made a request to Greene County and NYS to lower the speed limit to 35mph in front of the townhouse and that we are familiar with the process. He told Mr. Rod that his concerns are also other people’s concerns thru the town. He mentioned that we will continue to identify the areas of concern and possibly address it all at once. Councilman Giordano asked what the status was with the rumble strips on 23A towards Prattsville. Supervisor Kroyer said he will follow up on it with Greene County and NYS. Councilman Pellitteri made a motion, 2nd by Councilman Pumilia and carried to approve the bills. General Fund was $40,475.60 on abstract #10, claim numbers 209-230. The Highway Fund was $44,664.15 on abstract #10, claim numbers 183-201. The general meeting of the Jewett Town Board was held on Wednesday October 9, 2024. Supervisor Kroyer called the meeting to order at 7pm.

Councilman Giordano made a motion, 2nd by Councilwoman Scotti and carried the Board moved to accept the minutes of September 11, 2024.
Superintendent of Highways report: Superintendent Mallory said that they are almost finished getting the snow plow trucks ready for the winter.
Supervisor Kroyer spoke about the tentative budget which was presented to the board on September 26th by the Town Clerk. The Supervisor asked if anyone had any questions or wanted to discuss the tentative budget further. Councilman Giordano asked about the line item concerning demolition of unsafe buildings and why it wasn’t funded more. Supervisor Kroyer answered that the county took over the process of demolition of unsafe buildings and that it was not necessary to be funded more than it is.
Councilman Giordano made a motion, 2nd by Councilwoman Scotti and carried, the Board moved to accept the tentative budget as the preliminary budget.

The Clerk will place the ad for the public hearing in the newspaper.
Supervisor Kroyer presented the board with proposed Local Law #3 titled, “A local law to override the tax levy limit established in General Municipal Law §3-C”. He explained that the town will not exceed the tax levy but that it is good to pass to protect ourselves if something unforeseeable happens. Attorney Rappleyea agreed and recommended that the town pass it.
Councilwoman Scotti made a motion, 2nd by Councilman Giordano and carried, the Board moved to set a public hearing for proposed local law #3 on Wednesday November 13, 2024 at 7pm in the Jewett Municipal building.
The Clerk will place the ad for the public hearing the newspaper.
Supervisor Kroyer gave the municipal septic update: Supervisor Kroyer said that the project went out to bid on October 3, 2024 and the bids will be received by the Town Clerk and opened by Town Engineer, Doug VanDeusen on October 17, 2024 at 1pm in the Jewett Municipal building. Once a contractor is selected it goes back to CWC for final approval. Supervisor Kroyer is hoping the construction will commence sometime this fall but it will most likely be determined by contractor availability and weather.
Councilman Giordano gave an update of the Veterans Memorial project. He said that he spoke with Shane at Henderson’s Monuments on October 9, 2024 and was told that the proposed delivery to NY Port is October 11, 2024. Based on the proposed delivery to the NY Port, the monument stone should be delivered to Henderson’s by October 25, 2024.
Henderson’s said they will be able to have the stone done by Veterans Day, November 11, 2024 if they receive the stone by the 25th of October.
Supervisor Kroyer said the 40’ 6×10 flag has been installed. The lighting is complete and the Town just purchased pressure treated lumber for the fence. There were discussions regarding the dedication ceremony and it was agreed that Councilman Giordano will speak to the Veterans association in Windham to see if they would be part of the dedication ceremony.
Supervisor Kroyer mentioned that we will not have another meeting to discuss the ceremony and Councilman Giordano said he would put something together.
Councilwoman Scotti, Town of Jewett representative to the Greene County Paramedics Board gave her monthly report.
The Board reviewed the Code Enforcement Officers report and Supervisor Kroyer addressed the issue of junk cars on Route 23A as Mr. Mauro was in the audience. He said that Mr. Mauro has started to remove vehicles from his property and showed pictures to the board. Mr. Mauro said that he got rid of a couple and will continue to remove more. He said it will take a while but that he will get into compliance. He then said that he has 14 acres and wanted to know if he would qualify for farm plates as he uses the vehicles to load wood from his property and sell to people. Supervisor Kroyer said he would have to speak to Motor Vehicles about the farm plates and also said that he may be eligible for an Agricultural status exemption if his land produces products (wood) to sell.
Councilman Giordano asked Mr. Mauro if he had a 911 sign up because he did not see one in the picture and Mr. Mauro said yes, that the picture cuts out right before the 911 sign.
Supervisor Kroyer also confirmed that there was a 911 sign at the property.
Supervisor Kroyer mentioned to the Board that he was approached by two separate residents regarding speed reductions and commercial vehicles.
A resident is asking that no commercial vehicles be allowed on Carl Road and another resident is requesting a speed reduction for Ford Hill Road. The Board discussed the requests.
Councilwoman Scotti made a motion, 2nd by Councilman Giordano and carried to approve the bills. General Fund was $25,407.49 on abstract #9, claim numbers 187-208.
The Highway Fund was $26,526.93 on abstract #9, claim numbers 166-182.

Superintendent of Highways report: Superintendent Mallory said that they are beginning to get the snow plow trucks ready for the winter.
Councilman Giordano gave an update of the Veterans Memorial project. He said that he received the final proof from Henderson Monument and it is possible that the stone will be ready before Veterans Day. Supervisor Kroyer said that the slab for the monument has been poured by A. Colarusso and Sons along with a drain swale being installed. The flag pole footing has been poured and the flag will be arriving tomorrow. Brian Hammel will do the lighting and the benches and fences will be ordered. The town has used the ARPA grant for funding and have given an account to Greene County for all that has been spent toward the Veterans Memorial Project.
Supervisor Kroyer reviewed quotes with the board regarding our short term rental identification company. The town received a quote from Granicus, our current company for $7078.05 per year. A new company named Deckard gave a quote of $4,375.
Councilman Pellitteri made a motion, 2nd by Councilwoman Scotti and carried, the board moved to authorize the supervisor to sign a 1 year contract with Deckard.
Supervisor Kroyer gave the municipal septic update: Supervisor Kroyer said that a spot has been cleared for the site by the highway department and Lamont Engineering is waiting for final design approval from DEP which he hopes will occur this week.
The project will then be advertised for bid. He said he expects construction of the system prior to winter.
Supervisor Kroyer shared with the board that we had very bad e-mail problems for 3 weeks and that we will be switching over to a new e-mail provider that is in compliance with the Comptroller’s office. When it changes over the office will contact all the board members.
Also, a new phone system will be put into place this month which will be much more efficient than our current system.
Councilwoman Scotti, Town of Jewett representative to the Greene County Paramedics Board gave her monthly report.
Supervisor Kroyer shared with the board that during our last power outage, one of the generators failed to work.
Councilwoman Scotti made a motion, 2nd by Councilman Pumilia and carried, the board moved to authorize the supervisor to sign a contract with Kingsley to repair the generator.
Supervisor Kroyer addressed a member of the public regarding a violation he received.
The violation was about numerous amounts of unregistered vehicles on the property.
Mr. Mauro explained that he had collected these vehicles in hopes of restoring them when he retired. Unfortunately, upon retiring, he had very bad back issues which resulted in an operation where a cage was inserted into his back. It is now difficult for him to do what he had hoped to do in retirement. The town board explained that as long as he complies with getting a least one car out of a month, that the town is willing to work with him. If he does not show any signs of improvements then the violation will go to the next level where courts will be involved. Mr. Mauro asked if someone made a specific complaint about him and wanted to know who they were. Town attorney, Tal Rappleyea said at the moment the name of the person cannot be revealed only if it goes to court. After about 10 minutes of discussion, William Mead took the floor and presented the town board with a petition of about a 100 names that demanded the town board uphold the Town and NYS laws concerning unlawful junk yards in Jewett, NY specifically the ones on State Route 23A and County Route 17.
Supervisor Kroyer said to Mr. Mauro, “You wanted to know who your accuser was; well he is standing right here”. Mr. Mauro then turned to Mr. Mead and asked, “Why weren’t you a gentleman about this and just come to my house and tell me that you had a problem with my vehicles.” He said, “Instead you report me to the town and get a petition against me. We could have spoken like gentleman and worked this out.”
Mr. Mead replied that it was not only him and that there is another one on Route 17, referring to Mr. Rappleyea’s garage. Attorney Rappleyea spoke and said that was taken care of years ago when the town did bring him to court and that the courts ruled that the garage was grandfathered in because it was an already existing garage before the junk car law was put into effect. Mr. Mead could not understand this and kept insisting that the town serve Mr. Rappleyea with an order of violation. Again it was told to him that we could not.
Supervisor Kroyer said, “The real reason you are going after these people is because you want the town to build and takeover the road in the Conifer Lake Development and you were told that if the association brought the road up to town spec it would be considered. But you want the town to take a bond out to pay for bringing the road up to specs and this board is not interested in placing this burden on our tax payers.” He then went on to say, “We told you we have to enforce the law regarding bringing up a road to town specs and now you are singling out people and telling the town that we must enforce the law, and we will, as you can see Mr. Mauro is here tonight because he received two violations and we are working with Mr. Mauro to get him into compliance.” Mr. Mead then walked out of the board room and left.

Mr. Giordano also asked if we were going to be getting a new fuel station this year. Supervisor Kroyer said not this year we have a lot going on already but we will revisit it in the spring.

Superintendent of Highways report: Superintendent Mallory reported that he finished his annual paving of town roads. Roads that were paved are, Brittany Hill Rd., Bobilen Rd. and sections of Wildnerness and Round Hill Rd. The cost was approximately $199,000.00 and the town will be reimbursed $177,000.00 from NYS Chips funding.
Superintendent Mallory also updated the board on the storm that took place. He said there were lots of trees and wires to clean up which are almost done as he is working with only 3 men.
Councilwoman Scotti made a motion, 2nd by Councilman Pumilia and carried the Board moved to appoint Elaine Warfield as the town’s historian.
Councilman Giordano gave an update of the Veterans Memorial project. He said that he is in touch with Henderson Monuments and received a 1st proof. Corrections were made and sent back and he is currently waiting for the final proof.
Councilwoman Scotti, Town of Jewett representative to the Greene County Paramedics Board gave her monthly report.
Supervisor Kroyer gave board members a couple of updates. The town will be installing a new phone system and in the long run it will be less expensive than what we are currently paying. The phone system will go thru our server with one line still thru Verizon for the fax and alarm system.
Supervisor Kroyer also discussed the possibility of forming an ambulance district within Jewett. Questions were asked if one was really needed if we join the mountain top or county ambulance. Tal Rappleyea, Esq. answered if we join the mountain top ambulance then yes we will need to form our own district but he was unsure if we needed to form our own district if we join the county. He will look further in to this.

Councilman Giordano made a motion, 2nd by Councilwoman Scotti and carried the Board moved to open the public hearing regarding proposed local law #2 of 2024 titled, “Zoning Amendments Regarding Short Term Rentals” at 7:16pm.
Resident Mike Ryan commented that he thinks this law is a great idea because if there is something due to the town, we should be getting it.
Councilman Pellitteri made a motion, 2nd by Councilwoman Scotti and carried the Board moved to close the public hearing for proposed local law #2 of 2024 at 7:17pm.
Councilman Giordano made a motion, 2nd by Councilwoman Scotti and carried, The Board adopted Local Law #2 of 2024. SUBJECT: ZONING AMENDMENTS REGARDING SHORT TERM RENTALS.
“BE IT ENACTED BY THE TOWN BOARD OF THE TOWN OF JEWETT AS FOLLOWS:
SECTION 1. ZONING AND TOWN CODE AMENDMENTS
The Town Board of the Town of Jewett has determined that it is necessary and appropriate to make certain amendments to the Town Zoning Law and Town Code in order to keep such laws updated and relevant to the changing community. The Board hereby adopts this local law pursuant to the requirements of New York State Town Law §264. The amendments set forth below are referenced in accordance with numbering system currently in effect in the Town Code Book adopted as Local Law #6 of 2010 on July 14, 2010.
The contents of this local law are intended to supplement and be in conjunction with Local Law #2 of 2019 and Local Law # 1 of 2022.
SECTION 2. AMENDMENT TO ADD NEW SUBPARAGRAPHS TO §165-21.3 REGISTERED SHORT TERM RENTAL
The following shall be added to §165-21.3:
All costs and expenses incurred by the Town in connection with a violation of this local law, including but not limited to, attorneys’ fees, court costs and other professional fees, shall be assessed to and levied against the real property involved and shall be added to and included in the General real property tax.
SECTION 4. Severability
If any clause, sentence, paragraph, word, section or part of this law shall be adjudged by any court of competent jurisdiction to be unconstitutional, illegal or invalid, such judgment shall not affect, impair or invalidate the remainder thereof, but shall be confined in its operation to the clause, sentence, paragraph, word, section or part thereof, directly involved in the controversy in which said judgment shall have been rendered.
SECTION 5. Effective Date.
This local law shall take effect upon the filing of this law with Secretary of State..”

On a motion by Councilman Pellitteri, 2nd by Councilman Pimilia and carried, The Board adopted Resolution #9 of 2024. Subject: A Resolution of the Town of Jewett to create a Veterans Memorial Park.
“WHEREAS, the Town of Jewett Board is currently working on a Veterans Memorial; and
WHEREAS, the Town of Jewett Board would like to place the memorial next to the existing 911 memorial; and
WHEREAS, the area will need work to be done consisting of a marked crosswalk, a 30” diameter x 40’ culvert to provide access to the site, a walkway and patio area constructed of concrete or pavers, a new flag pole and flag, decorative fencing across the rear of the park, flowers, lighting to illuminate the flag and monuments and benches to provide seating; and
WHEREAS, The Greene County Administrator has offered towns ARPA Funds towards youth and Veterans projects,
NOW THEREFORE, BE IT RESOLVED that the Town Board of Jewett moves to create the Jewett Veterans Memorial Park with ARPA Funding from the Greene County Administrators office.”

On a motion by Councilwoman Scotti, 2nd by Councilman Pumilia and carried, The Board adopted Resolution #10 of 2024. Subject: A Resolution of the Town of Jewett for Route 23C Speed Limit Reduction.
“Whereas, The Jewett Town Board wishes to create a safer environment in the vicinity of the municipal building,
Now Therefore, be it Resolved, that the Town Board of Jewett request a speed limit reduction to 30mph on Route 23C from the Blinking Light at the intersection of Rout 296 to the intersection of Lawrence Road.”

Councilwoman Scotti, Town of Jewett representative to the Greene County Paramedics Board gave her monthly report.
Supervisor Kroyer gave a municipal septic update: Supervisor Kroyer shard with The Board two different septic proposal plans. After the board discussed the plans it was agreed that the town would go with the plan that had the smaller footprint.
Supervisor Kroyer also notified The Board that all 911 signs have been distributed with the bulk of them being put up.
Town resident, Elaine Warfield is working on historical markers for the town of Jewett thru The Pomeroy Foundation. She is applying for a grant and is asking the Town of Jewett to sponsor her. She would write the grant on behalf of the town and all the town would do is receive the grant for the historical markers and send the money to the sign company. Tal Rappleyea, Esq. said that the town can do this and it’s called being a sub-recipient.
The Board agreed to sponsor Ms. Warfield. She said it would be a 4-5 month process.

The general meeting of the Jewett Town Board was held on Wednesday June 12, 2024. Supervisor Kroyer called the meeting to order at 7pm.
Present were Board Members James Pellitteri, John Giordano, Jeanie Scotti and John Pumilia.

The Supervisor’s financial report for May was given to the Board prior to the meeting and the bank statements were reviewed by Board Members after the signing of the bills.

Supervisor Kroyer gave a municipal septic update: Doug VanDeusen of Lamont Engineering has visited the site and is in the process of coordinating with Stormwater Engineers and scheduling the soil testing.
Councilman Giordano gave an update on the Veteran’s Memorial Project.
The chili festival was a huge success and the event brought in $2,500 in donations.
So far, total donations, fundraisers and grants to date are $19,691. Councilman Giordano spoke with the monument company and the total cost for the monument and base is $22,000.
Councilman Giordano made a motion, 2nd by Councilman Pellitteri and carried, the board moved to approve the final list of the Veterans names that will be engraved on the monument.
Supervisor Kroyer received a grant application from the Greene County Administrator,
Shaun Groden regarding a $25,000 capital improvement grant from Greene County ARPA funds.
In order to receive the grant, the town has to spend it on either a youth or veterans project. Since the town is currently working on the Veterans Memorial project it would be appropriate to use the grant toward a construction of a “Jewett Memorial Park”. The park would be directly across Route 23C from the Town of Jewett Municipal Building. It will contain the existing Jewett 911 Memorial and the proposed Veterans Memorial. There will be a marked crosswalk, possibly brick. A 30” diameter x 40’ long culvert would be installed to provide access to the site. A walkway and patio area would be constructed of concrete or pavers. A new flagpole and flag would be installed. Decorative fencing would be erected across the rear of the park. Lighting will be placed to illuminate the flag and monuments. Planters, shrubs and flowers would be planted with benches to provide seating. Discussions were had regarding lowering the speed limit in that area to 35mph. After application was made, the County Administrator approved the grant.

Councilwoman Scotti made a motion, 2nd by Councilman Pumilia and carried, the board moved to have a public hearing on July 10, 2024 regarding proposed local law #2 of 2024 titled, “Zoning amenments regarding short term rentals”.
Councilman Pellitteri made a motion, 2nd by Councilwoman Scotti and carried, the board moved to have the highway garage roof painted for $4,500.
Councilman Pellitteri made a motion, 2nd by Councilwoman Scotti and carried, the board moved to subsidize children from Jewett going to the Hunter Day Camp up to $1000 per year.
Supervisor Kroyer shared with the board that the placing of the 911 signs around town is almost complete. 274 signs were distributed making the town safer.
Supervisor Kroyer also shared that he was able to successfully negotiate with the bank and now we will be receiving 3.25% interest on all accounts.

Councilwoman Scotti asked if anyone knew about a new building going up on Round Hill Rd. because she is hearing a lot of noise like someone is drilling. Supervisor Kroyer will follow up with the building inspector.
Councilman Giardano said that many residents have come to him to inquire about a property that has many junk vehicles on State Route 23A. Supervisor Kroyer said that the owner did come in and spoke to the building inspector and said that he will sell all the cars but 2.
Councilman Giordano also brought up the house on 296 that has garbage all around the property. Supervisor Kroyer said that the owner has been issued a violation notice.

Councilman Giordano gave an update on the Veteran’s Memorial Project.
The list of names is continuing to be compiled, the town clerk will place an ad in the paper asking residents to look over the list that is on the town’s website and to call to add a name or to correct the spelling of a name.
Councilman Giordano has contacted Jay from WRIP to start announcing the need for chili cooks on the radio. A written description of events will be submitted to Jay for advertising the event from now through Memorial Day Saturday’s event.

At a planning board meeting on April 11, 2024, the Planning Board moved to recommend that the Town Board of Jewett adopt Local Law #1 of 2024.
The Town Board then did a SEQR review and concluded that there would be no negative environmental impact.
On a motion by Councilman Giordano, 2nd by Councilwoman Scotti and carried, the board moved to declare a negative declaration.

Councilman Giordano made a motion, 2nd by Councilman Pellitteri and carried, The Board adopted Local Law #1 of 2024. SUBJECT: THE REMOVAL OF CHAPTER 165-21.4 FROM THE TOWN OF JEWETT CODE.
“The Town of Jewett Zoning Code, Chapter 165-21.4 shall be removed as follows:
Section 1. Removal: §165-21.4, Solar Energy Systems and its definitions shall be removed.
Section 2. Effective date:
This local law shall take effect immediately upon filing with the Secretary of State.”

Councilman Pellitteri made a motion, 2nd by Councilman Giordano and carried, the Board moved to vote for the 2024 ballot for the executive committee of the Coalition of Watershed towns as follows: David Kukle, Town Board Member from Hunter and Steve Walker, Town Board Member from Windham as regular members and Greg Cross, Supervisor of Prattsville and Greg Kroyer, Supervisor from Jewett as alternate members.
Supervisor Kroyer shared with The Board that he received a proposal from a new short term rental identification company named Deckard Technologies. They are less expensive and easier to navigate than our current company that we use, Host Compliance. The proposal is good for 3 months. The board discussed possibly changing over to this new company.

Supervisor Kroyer told The Board that the 911 signs have been worked on, put together and have begun to be placed at residents homes that are missing one. The highway department along with the fire departments are working together to put the signs up.
Another update from Supervisor Kroyer is that he is still in negotiations with the bank regarding getting more interest on all our bank accounts.

Highway Superintendents Report: Superintendent Mallory updated the board regarding the survey of Jeremey Glick Way. He had put a call out requesting the survey to be done almost a year ago and has just now heard back from the company that the survey will be done within the next month. On a side note, Supervisor Kroyer said he has been working on updating the name of the road with google maps and has tried 3 times but it still has the name of Butternut Lane. He will continue to try.
Councilman Giordano gave an update on the Veteran’s Memorial Project. He shared with the board that Legislature Thorington presented him a check for $10,000 from the Greene County Legislature thru the Speenburgh Grant. Mark Farmilette, Commander of VFW Post 1545 has processed donations collected along with the grant funds received. A check for $11,200 was then issued to W.W. Henderson for a down payment and a meeting has been set with W.W. Henderson to design and proceed with the Jewett Veterans Monument.
The Chili Cook-Off is underway and volunteers are out in the area requesting donations.
The event will take place on Saturday May 25, 2024 from 11am-4pm at the VFW Post 1545 located at 5565 Route 23 in Windham, NY. A donation of $5 per person to enter;
There will be prizes for 1st, 2nd and 3rd place winners. 50/50 tickets will be sold throughout the day. There will also be tickets to bid for items in the “Tin Can Auction” along with tickets for bigger baskets. Tickets will also be sold for “Bowls of Chili and Fixins” that will be served from 11am-2pm. The silent auction will be from 2pm until done, no need to be present.
Live music by Mountain Justice will be playing throughout the day.

“WHEREAS, the Run Wild, Inc. proposes conducting the Manitou’s Revenge Ultramarathon within State ROW, on or along The Long Path located in the Town of Jewett (hereinafter MUNICIPALITY), Greene County, and
WHEREAS, the Town of Jewett and the Run Wild, Inc. are desirous to have such above-mentioned event conducted within the geographical jurisdiction of the Municipality, and
WHEREAS, the Run Wild, Inc. will meet all the requirements of the Municipality during the above-mentioned event, and
WHEREAS, the Town of Jewett reserves the rights to monitor the above mentioned event within the geographical jurisdiction of the Municipality, and
WHEREAS, the Run Wild, Inc. will conduct the above-mentioned event, as shown on the plans/maps and other documents related to the above-mentioned event and at no cost to the Municipality.
NOW, THEREFORE,
BE IT RESOLVED, that the Town of Jewett, by means of this Resolution, grants permission to the Run Wild, Inc. to conduct the above-mentioned event within the geographical jurisdiction of the Municipality and Run Wild, Inc. shall maintain or cause to be maintained, at its own expense the premises of the event and shall cover any expenses that may arise from the conducting of the above-mentioned event, and

Councilman Pellitteri made a motion, 2nd by Councilwoman Scotti and carried, the board moved to set a public hearing regarding Local Law #1 of 2024 titled, “Amend Zoning Law to delete chapter 165-21.4 Solar Energy System”. The date was set for May 8th at 7pm at The Jewett Municipal Building. The clerk will place the legal ad in the newspaper.

Supervisor Kroyer gave the board a municipal septic system replacement update.
Doug Vandeusen, engineer for Lamont Engineers reports that he has contacted SLR Engineering to initiate coordination regarding our Municipal Site. Soil testing will be scheduled in a matter of weeks; the target date for construction of the system will be late summer/ early fall.
General Code Update: Supervisor Kroyer shared with the board that we have received the new code books and it has been placed online. The compiling of the books will be done in house and should be completed by the end of May.
Supervisor Kroyer also shared that the 911 signs have arrived and a total of 274 will need to get posted. The Jewett and East Jewett Fire Companies along with the Jewett Highway Department has identified all missing signs. They will work altogether to post them.
The cost to make sure everyone has a 911 number posted was around $4000- $5000, which will be paid with ARPA Funds.
Another update from Supervisor Kroyer is that he has been working on getting more interest on our bank accounts. After negotiating with the bank, the town saw a significant difference between last month and this month. Last month we received $55 in interest.
This month we received $1,168.

She asked if the town minutes had been posted because she did not see them online. Supervisor Kroyer along with the town clerk said yes, they have been posted online and Town resident Bill Rod pulled them up on his phone to show Ms. Mellody where she could find it.
Mr. Rod then asked about town agendas and Supervisor Kroyer said that the agendas are subject to change and would therefore be inaccurate.
He said that the town has an open door policy and if anyone wanted to know what the town was working on for that month, he said to the public, “Please come in and we will show you.”

Highway Superintendents Report: Supeintendent Mallory is proposing an additional dollar be given to Scott Schoonmaker as foreman. Superintendent Mallory said that Scott is a very hard worker and uses his personal phone to call him regularly. Superintendent Mallory said he spoke to the union and they wrote an addendum to the contract. Supervisor Kroyer met with the union on Tuesday and they presented the addendum which Tal Rapplyea, Esq approved.

Supervisor Kroyer gave the board a municipal septic system replacement update. The septic system has been pumped and Doug Vandeusen, engineer for Lamont Engineers has given a proposal for engineering services. In the agreement it states that they will accept what CWC pays.
Councilman Pellitteri made a motion, 2nd by Councilman Pumilia and carried, the board moved to authorize Supervisor Kroyer to sign the agreement with Lamont Engineering.
Councilman Giordano gave an update on the Veteran’s Memorial Project and shared with the board that the location for the chili cook off will be at the VFW in Windham on Saturday May 25th. During the Chili cook off, there will also be a silent auction along with 50/50 raffles. Councilman Giordano is looking for donations from local business for the silent auction. The event will be advertised on the radio. Currently $4,500 has been raised and he is still waiting to hear from Legislature Thorington regarding the Wayne Speenburgh grant, which we may possibly receive by the end of this month. A design has been started for the stone, with hopes that it will be ready for Labor Day weekend.

Before closing the meeting Supervisor Kroyer asked if anyone from the public had anything to say or bring up and town resident Adrew Wrabel raised his hand. He said that he had a thought and e-mailed the board about it. Mr. Wrabel said that he would like to propose a new law that would change the minimum lot size created by a subdivision to 5 acres, except in the hamlet. Basically he is proposing that a land owner cannot create a lot smaller than 5 acres. The board listened to his proposal and then discussed the issue. Councilman Pumilia said that it would decrease the amount of taxes the town receives. Councilman Giordano said that it is not possible. Councilman Pellitteri said that we already have zoning. Supervisor Kroyer said he did not think it was a good idea but told Mr. Wrabel that he would put the proposal in the code review folder for future review. Mr. Wrabel thanked the board for their time.

Councilman Giordano made a motion, 2nd by Councilman Pellitteri and carried, the board moved to authorize Supervisor Kroyer to sign the Insurance renewal contract.
Supervisor Kroyer gave the board a municipal septic system replacement update.
The septic system has been pumped and CWC will pay for a new system because our system is considered failing. Doug Vandeusen of Lamont Engineering will design the new system. In the spring, the perk tests will be done and the new system may possibly be located in the back left corner of the property. Hopefully the new system will be installed by this summer or fall as we only have 2 years to complete the project according to the grant. Supervisor Kroyer said this will be a big savings to our tax payers as the total cost could be around $75,000 or more. Councilwoman Scotti agreed that this was great news and said that CWC will also cover breakdowns and pay half towards future pump outs. Councilman Pumilia asked how they know what size of a tank we will need and Supervisor Kroyer said that the engineers will take all activity of the townhouse and highway garage into account.
Councilman Giordano gave an update on the Veteran’s Memorial Project and shared with the board that a bank account has been set up at Key Bank in Windham for folks to make donations directly into the account for the Veterans Monument with checks made out to
John Giordano.
Mark Farmilette, head of VFW post 1545 in Windham has authorized donations for the Veterans Monument to be processed through their post. The VFW is a non for profit which allows us to qualify for the grant and accept donations that individuals and businesses can take a tax deduction on. Mark will process the monument donations and give us a check for those donations once a month. Checks should be made out to VFW Post 1545 with the Jewett Veterans Monument written in the memo area of the check. Jim Thorington, Jewett’s Legislature, has provided us with an application to be submitted to the Legislature which will provide us with a very generous grant, possibly $14,000. This will be presented by Jim at the next Legislative meeting in Catskill. He will follow up on the progress as soon as he has any information.
Gordon Mosher, the Commander at the Athens Post, brought up a copy of the write-up done in the Daily Mail. Councilman Giordano said he appreciates all that Gordon has been doing and continues to do for the Veterans Monument.
Councilman Giordano said to date, over $4000 in donations have been raised from
private individuals.

Councilman Giordano is looking to have a fund raiser chili cook off this Memorial Day. Plans for activities, donated items to be raffled off and folks to enter the cook-off are just underway.
More details and information will be announced at the next meeting.
Supervisor Kroyer gave a STR update to the board. He said that the Short Term Rental Renewal mailings have gone out, once in January and a second mailing in February.
As of date, we have 60 + renewals for 2024. Another mailing will go out in March.
Supervisor Kroyer brought up the possibility of a fee schedule review in the near future.
Councilwoman Scotti, Town of Jewett representative to the Greene County Paramedics Board gave her monthly report.
Councilman Pumilia made a motion, 2nd by Councilman Pellitteri and carried to approve the bills. General Fund was $17,531.06 on abstract #1, claim numbers 1-25.
The Highway Fund was $54,741.71 on abstract #1, claim numbers 16-32.

The general meeting of the Jewett Town Board was held on Wednesday January 10, 2023. Supervisor Kroyer called the meeting to order at 7pm.
Present were Board Members James Pellitteri, John Giordano, Jeanie Scotti and John Pumilia.
Public present was Al Olivieri and Stephen Canfield.
Also present was the Highway Superintendent and the Town Clerk.
The Supervisor’s financial report for December was given to the Board prior to the meeting and the bank statements were reviewed by Board Members after the signing of the bills.
Councilman Pellitteri made a motion, 2nd by Councilwoman Scotti and carried the Board moved to accept the minutes of December 13, 2023 and December 27, 2023.
On a motion by Councilman Giordano, 2nd by Councilwoman Scotti and carried, The Board adopted Resolution #3 of 2024. Subject: TOWN JUSTICE REPORT.
“WHEREAS, the Town Justice is required to give the Town Board an Annual Report of monies received during the year, and;
WHEREAS, the Town Board must audit the Town Justice books;
THEREFORE BE IT RESOLVED that, the Town Board has examined the Justice books and accepts the Annual Report of the Town Justice.”

Highway Superintendents Report: Superintendent Mallory explained to the board that the highway crew had just fixed the plow truck’s radiator by a quarter to 1pm and then it started snowing. The truck was fixed in house and the comradery of the men is great. Superintendent Mallory then showed the board an estimate he received to repair another snow plow’s engine.
To repair it, it will be $28,000. To buy a new engine it will be $48,000. He explained that if we repair it, we can get 10 more years out of this truck that is already 15 years old as they are now doing things differently regarding the maintenance of the trucks.
On a motion by Councilman Pellitteri, 2nd by Councilman Giordano and carried, the Board moved to authorize the Highway Superintendent to spend $28,000 to repair the plow truck engine.

Permission is given to the Supervisor to pay electric, health insurance, telephone and discounted bills when they come due. Truck Driver/ Equipment Operator/ Laborer $24.00 per hour
Overtime paid at 1 ½ hourly rate over 40 hours per week. Overtime paid on a holiday at 2 times the hourly rate.

Supervisor Kroyer gave the board an update on the AED difibulator that was purchased.
It has been hung up on the wall and Councilwoman Scotti explained to Gail in the senior center that it must be checked every day. In normal working order, it should always have a green light blinking. Councilwoman Scotti told Gail that if it stops blinking let the town clerk know to call her and she will troubleshoot it. Councilwoman Scotti also recommended that the town buy child pads for the AED difibulator machine.
Councilwoman Scotti, Town of Jewett representative to the Greene County Paramedics Board gave her monthly report.
Councilman Giordano gave an update on the Veterans project. Hendserson monuments turned out to be the lowest price and can fit up to 300 names. There will be stars next to names of Veterans who died in service and a notation for those missing in action. A checking account has been opened to accept donations. There is already $1,010.00 in the account.
Town Attorney Tal Rappleyea, Esq. said he would be willing to donate $500 if someone would match that amount and the Highway Superintendent Robert Mallory agreed to match the donation.
Councilman Giordano will be holding fundraiser events and will be placing ads in the Pennysaver and The Roundtable News. He is also contacting Legislature Thorington regarding a possible grant. He said if anyone would like to donate, they can send a check to:

On a motion by Councilman Pellitteri, 2nd by Councilwoman Muth and carried, The Board adopted Resolution #13 of 2023. Subject: RESOLUTION TO APPLY FOR FLOOD HAZARD MITIGATION PROGRAM FUNDING to conduct a property protection feasibility analysis of the Jewett Highway Garage.
“WHEREAS, the Town of Jewett (the Town) is subject to flooding that can damage property, close businesses, disrupt traffic, and present a public health and safety hazard; and
WHEREAS, the Town prepared and adopted a local flood analysis (LFA) and mitigation plan that evaluated a range of potential flood mitigation options including evaluating flood proofing measures to the Town Highway Garage which is at risk from flooding; and
WHEREAS, the Town is interested in exploring options for flood proofing the Jewett Highway Garage, as recommended in the LFA.
NOW THEREFORE BE IT RESOLVED, the Town Board authorizes the submission of an application to the Catskill Watershed Corporation Flood Hazard Mitigation Implementation Program to conduct a property protection feasibility study of the town Highway Garage.”

Harold Goldberg, Treasurer for the MCSB, Inc., and Michelle Yost, WAP Coordinator, updated the board on the status of the extension nomination through Jewett and Lexington and inquired about Jewett’s interest in continuing the process to be designated as a scenic byway. The MCSB organization is waiting for DOT Scenic Byway department to provide services they offered including reworking the draft corridor management plan and updating the mapping and the transportation safety section of the plan. Once DOT provides this, the MCSB Inc will develop a public participation plan that will re-engage the communities and address final edits to the plan to complete the nomination process. The board is unanimous in their support to complete the scenic byway process, expressing it’s been a long time.
Councilman Pellitteri made a motion, 2nd by Councilwoman Muth and carried the board moved to re-appoint Barbara Schobel as chair to the planning board.
Term ending December 31, 2024.
Councilman Giordano gave an update on the Veterans project. He has gotten some quotes regarding the Veteran’s Monument that would include the granite and approximately 280 names. Prices are as follows:
Henderson Monuments – Catskill, NY $20,000
Beecher Funeral Home – Patterson, NY $33,000 – $39,000
Barrie Memorials – Hyde Park, NY $100,000
The board discussed the quotes and agreed that Henderson Monuments is the most reasonable. The size and style of the monument would be like the one erected in Cairo. Councilman Giordano said the Veterans want to donate to this project. Tal Rapplyea, Esq. said that the town can accept donations but we cannot solicit them.
Councilwoman Muth made a motion, 2nd by Councilwoman Romito and carried, The Board moved to purchase a new AED defibrillator.
Supervisor Kroyer discussed with the board that the fuel storage system in the highway needs to be replaced. The board agreed to put it out to bid in the spring. The supervisor also brought up the mortgage tax rebate that Jewett received from Greene County this year saying that the income from that can be used to pay for the new fuel storage system.
